Scope of Project 01
Implementation of an Allam Cycle (“oxy-combustion”) power plant with a fully integrated CCS system

Advisory tasks to be performed under the Services
Task A. Market analysis of the electricity production strategy
A1. Review of the available documentation on the techno-economic analysis of the Natural Gas power plant with the NET Power-CO2 capture technology and its operation in Germany, to be provided by the Client. Assessment, and recommendations on the CAPEX and OPEX calculations, where required.
A2. Review of the documentation describing the electricity production and export calculations, to be provided by the Client. Recommendations, where required.
A3. Review of the documentation describing the strategy for injection of electricity in the electricity grid in Germany, including the regulatory framework applicable at national or regional levels. Guidance and recommendations, where required.
A4. Analysis of current and future regulatory framework with a potential technical, economic or operational impact on the project (e.g. electricity market, injection of electricity on the electricity grid). Recommendations for the project
A5. Identification, evaluation, and screening of potential electricity off-takers in Germany, including power purchase agreements, suitable for the project A6. Review of the key product market and segmentation in Europe, based on the information provided by the Client, and recommendations.
A7. Analysis of conclusions and recommendations, based on Tasks A1-A6. That will include, but not limited to, an analysis of barriers, including policies or incentives, and techno-economic or operational limitations.
It is noted that:
- The consultant shall define the evaluation and screening methodology for Task A5
The client will provide an updated project plan, including the latest available information and the documentation describing the electricity injection strategy in Germany
Inception Report: Description of methodologies, planning, and sources of information. (Expected timeline 0.5 months after the Effective Date)
Report 1-Task A: Review of available documentation, including the techno-economic analysis, and the injection strategy. Guidance where required Analysis of potential off-takers, product market, and segmentation in European Investment Bank Analysis of barriers, including techno-economic factors, regulatory framework, or operational limitations. Report of conclusions and recommendations. (Expected timeline 2.5 months after the Effective Date)
Final report, covering Reports 1- 3, including modifications based on feedback from EIB and/or Client: Review of Report 1, taking into account feedback from EIB and the client. (Expected timeline 3 months after the Effective Date)
Experience and Qualifications
Relevant experience in the energy sector – Minimum requirement.
Experience in electricity markets or German electricity market analysis would be an advantage
Experience in techno-economic analysis, including CAPEX and OPEX calculations, would be an advantage
Experience working with the energy regulatory framework in Europe would be an advantage
At least a Master’s Degree (or equivalent professional qualification) preferably economics or engineering– Minimum requirement
Fluent in English (CEFR C1) – Minimum requirement
